North Carolina learner permit requirements
Level 1 is the Limited Learner Permit. You get it at 15 after driver education, then you hold it at least 9 months and log 60 supervised hours before Level 2. This page is the eligibility and restriction list. Hour math is on NC driving hours.
To get the Level 1 permit
- Be 15, 16, or 17 and live in North Carolina.
- Finish an approved driver education course: 30 hours classroom and 6 hours behind the wheel (high school or an NCDMV-licensed commercial school). You can enroll in driver ed at 14½.
- Have a Driving Eligibility Certificate from your school, or a diploma or GED.
- Bring identity, Social Security, and NC residency documents. NCDMV lists them on the Level 1 page.
- Pass written, sign, and vision tests. A parent or guardian must be there.

- Carry the permit. A supervising driver sits beside you in the front seat.
- No one else in the front seat besides that supervisor.
- First six months: drive only 5 a.m. to 9 p.m. After that, any hour, still with a supervisor.
- Supervisor: parent, grandparent, guardian, or a person they approve, licensed at least five years.
- No mobile phone use while driving if you are under 18.
- Log 60 hours (10 at night) on Form DL-4A or another complete driving log NCDMV will accept. No more than 10 hours per week count.
Before Level 2
You must be 16 or 17, have held Level 1 for 9 months, finished the 60-hour log, and have no moving-violation, seat-belt, or mobile-phone convictions in the previous six months. Then you take a road test. NCDMV's Level 2 checklist is the one to print the week you go.
